eneath the city of Raven's Bluff is a sprawling network of sewer passageways, connected to the streets above by manholes in various locations. The Raven's Bluff Department of Public Works has declared the sewers a forbidden area, after the corpses of several of their inspectors were found lying half inside the manholes. Clerics from both the city and the nearby Edificant Church, brought in to investigate, report that something of evil affiliation resides within the passageways, but their divinations told them no more.
