ituated on the only navigable harbor for hundreds of miles around, Katsukyo's position at the source of the Shirow River gives it an important advantage in trade, controlling the route west to New Thalos. The Dockworkers' Guild of this port is constantly busy with loading and unloading the wares of merchant ships and barges from a number of city-states. Much of the port area is dominated by the Guild's warehouses and dock workers, who provide an excellent source of ready cash for thieves and pirates. While this may seem to be a problem, the area is guarded nonstop by experienced members of the Tank Patrol. Nevertheless, visitors are advised to avoid the docks after dark, as the local gangs may not take kindly to strangers, and continue to flourish despite the best efforts of the port's guards to put them down.
